Soft costs are the costs for non-physical items: permits, fees, overhead and
profit and design professional fees. With innovative projects such as this,
there are extra hours needed for obtaining the necessary permits and
permissions for construction. |

An alternative energy scenario could be to have an Energy Service Company
(ESCO) construct and finance a site-wide photovoltaic system, which
would recover the costs through savings on the utility bill; i.e., the Center
continues to pay their typical utility bill and the ESCO keeps the difference
between that and the new energy bill. |
